HPL (High Pressure Laminate) is a Paper Composite cured under very high pressure, which makes it incredibly stiff for it's weight and thickness.
It is rather abrasive so it's advised to use solid carbide tooling (also when drilling [PCB-Drills]).
The outer white layer covers a black-brown core.
